Frequently asked questions

Does the obligation also apply to small businesses? +
Yes. The law makes no distinction by size. Every Belgian VAT-registered business — from sole trader to large company — falls under the obligation from 1 January 2026.
What if my customer or supplier is not yet registered on Peppol? +
You are required to send via Peppol. If the recipient is not yet registered, some Access Points allow a PDF to be delivered as a fallback. Check with your provider.
Is a plain PDF invoice still allowed? +
No, not for B2B transactions after 1 January 2026. A PDF is not an electronic invoice under the law. You need a structured XML format (UBL) sent via Peppol.
What is the difference between SealDoc and an Access Point? +
An Access Point delivers your invoice over the Peppol network. SealDoc adds the legal layer: RFC 3161 timestamp from an EU-qualified TSA, tamper-resistant hash archive and evidence manifest. Many Access Points do not offer this as standard.
